The 2025 Special Education in New York State for Preschool and School-Age Students with Disabilities, A Parent’s Guide is intended to provide parents and persons with parental relationship with:

• a broad overview of the special education process in NYS; and
• a resource to help understand some of the rights and protections provided by federal and New York State law and regulations to parents and students throughout the process.

Eligibility and application for Vocational Rehabilitation Services

Office for People With Developmental Disabilities (OPWDD)

Through OPWDD, students can access supports and services that can help family members to support them living at home; assist students with living on their own in the community of their choice; help if they want to work, take part in volunteer opportunities or other types of community involvement; and assist with accessing services they need to live their life, including connecting them to clinical or therapeutic supports.
